This document outlines the capability maturity model and six elements of infrastructure for employee labor/management relations.

The capability maturity model describes a maturity curve on these capability levels: initial, which includes ad hoc/chaotic processes such as strategies and policies being non-existent; repeatable, which includes intuitive processes such as compliance of company policies and labor legal requirements; defined, which includes qualitative/quantitative processes such as compliance and monitoring of company policies; managed, which includes quantitative processes such as monitoring and updating of corporate policies and existing, revised, and new labor requirements; and optimizing, which includes continuous improvement processes such as continuous monitoring and updating of corporate policies. The six elements of infrastructure cover business policies, business processes, people and organization, management reports, methodologies, and systems and data.
